Engineer says PSD2 waterline work largely on track; hookups expected in 30–60 days

Ryan Leston of Thrasher Engineering updated the Greenbrier County Commission on a series of waterline and wastewater projects serving the county’s west end and several small communities. He said the Charmco–Reynold extension is complete and customers are beginning to connect, while contracts that run from Sam Black to Clintonville are about 90% done and contracts taking the line from Clintonville to Asbury are roughly 75% complete.
"People here in the next probably month or so will start getting their service lines connected and they'll be using water for the first time," Leston told commissioners. He said the booster station pad is poured and the booster pumps are expected to be installed next; once the booster is operational, crews will be able to fill the tank and begin phased substantial-completion hookups.
Leston cautioned crews are encountering harder rock on the directional bores under I‑64, which has slowed progress on one of the crossings and required frequent maintenance on directional-boring equipment. He also described the Sam Black–Smooth project, funded by an annual Army Corps grant and expected to serve about 80–90 customers and provide fire protection once built; staff expect grant agreements and contract awards by September and estimate design and permitting to take six to eight months.
The presentation also covered wastewater upgrades at the county plant: enclosure of headworks for freeze protection, replacement of influent pumps in a 40‑ft deep station, rehabilitation of lift stations, and slip-lining deep buried sewers where excavation is impractical. "We're bringing it into a building… we're redoing the influent pump station," Leston said, noting efforts aim to reduce inflow and infiltration and keep rates affordable.
Commissioners asked whether treated water from multiple sources can be blended safely; Leston said treated water that meets the same specifications can be mixed post‑treatment but raw sources must be sampled separately and some interconnection points may require chemical adjustments to address corrosion concerns raised by other utilities' consultants.
