Willard officials describe spillway erosion, temporary flow-fill repair and next engineering steps

Chair Mr. Freeman told the council that runoff had opened an orifice under a spillway, carving a void 'probably 15, 20 feet wide and about 5 feet tall' beneath the concrete pad and exposing a city water line. City crews and contractors performed a temporary fix using flow-fill, rerouted a pipe to dry the area and plan to engage engineers for a permanent repair.
"It was probably 15, 20 feet wide and about 5 feet tall," Mr. Freeman said describing the void under the spillway and the urgency of the response. He said staff ordered flow-fill, routed a bypass pipe and used contractors to stabilize the area; the city also plans to have flood-control staff review and may submit labor bills for reimbursement as maintenance.
Council described the work as a team effort involving Peyton, Dan and contractor crews; staff said the temporary repair appears to be holding but engineers will be asked to evaluate a permanent solution. Council asked staff to track contractor time and costs for submission to flood-control authorities.
