The Willard City Council adopted Resolution 2026-03 to amend the city personnel policies and procedures manual, updating on-call pay arrangements. City manager (speaking during the item) explained the change is intended to harmonize public-works on-call compensation with police on-call practice and ensure fairer pay for staff who respond outside normal hours.
The city manager described the prior arrangement as roughly "$63 a month" for on-call compensation and said staff proposed moving toward a middle-ground approach so public works employees receive an hourly on-call payment. “It's originally, it was $63 a month they're getting to be on call, and I said that's probably not enough for fair,” the city manager said. The council moved, seconded and then approved the resolution on a required roll-call vote.
Council members said they viewed the resolution as a staff-level update to the handbook intended to reflect existing operational differences between departments; the change requires roll-call adoption under city rules and was handled as a resolution (not an ordinance). The city manager and human-resources staff will update the handbook and bring final language to the recorder for filing.
