The Town of Mead adopted the 'Mead in Motion' Parks, Recreation, Open Space and Trails master plan after a presentation from Taylor Broyhill of Logan Simpson and a public hearing. Broyhill said the planning process took about 16 months and incorporated extensive community engagement, producing 12 goals and 68 specific actions to guide park and trail investment.
The plan identifies park typologies and three open‑space categories, recommends standards and minimums for amenities, and proposes approximately 62 miles of possible regional trails (23 miles primary with a 10–20 year implementation horizon and 39 miles secondary with horizons beyond 20 years). Broyhill told the board a 1¢ dedicated sales tax could generate roughly $2.6 million per year and that, under current funding assumptions, approximately $20.5 million could be available for PROS capital projects over the next decade. Several trustees and members of the public pressed for clarity over trail alignments near Mulligan Reservoir, and staff and the consultant reiterated that map alignments are conceptual and that any specific trail would be subject to future public hearings and platting processes.
