The Council approved a resolution to adopt Executive Regulation 24‑25, which establishes a hiring preference category for displaced federal workers in county hiring. County staff said the regulation will define "displaced federal worker" and place such applicants in the highest rating category for eligible positions; Office of Human Resources staff will operationalize the preference with contractor support funded by a forthcoming supplemental appropriation.
Ms. Gosselia (reading staff memo) and Director Tracy Anderson (Office of Human Resources, present in the audience) said the regulation is intended to provide immediate hiring help while the federal workforce disruption continues. The staff requested an effective date of Oct. 10 to reduce administrative burden and streamline implementation. Council Vice President Jawando and other members supported the action as a signal of support for federal employees in the county.
