Schneider told the board there is funding in the capital budget with a net balance "just over 2,000,000" after pre‑dedicated amounts.
Board members asked about base bid details and easements. Schneider said three easements remain (Flightstone, AEP and Holland) and that negotiations are far along; he did not expect the easements to delay the schedule. The board moved to authorize advertising the project; the motion passed unanimously.
