Council awards $20.8 million progressive design‑build contract for Hillsdale intake to Burns & McDonnell/CAS

Representatives for the Burns & McDonnell/CAS joint venture presented the Hillsdale intake project and described critical failures at the existing intake, including repeated pump failures and exposed chemical storage that has leaked. The project team said pumps have needed repair or overhaul more than 20 times since 2018 and the existing intake is no longer reliable for the city's needs. “Since 2018, those pumps have been repaired over 20 times,” the presenter said, adding the current intake is maxed at 6,000,000 gallons per day.
The proposed Phase 2 scope would construct a new sunken intake structure on the same site, enclose chemical storage and mechanical systems and increase withdrawable capacity to 9,000,000 gallons per day with the ability to expand to 13,500,000 gallons per day. The project cost presented to council was $20,803,810 with owner‑controlled allowances of about $415,000. Council voted to authorize the city administrator to execute the progressive design‑build Phase 2 contract to the joint venture not to exceed the budgeted amount.
