The property owner, Jacob Fajong, said he did not know Gardner required a permit and that once contacted he applied immediately. “We had operated for, like, 2 to 3 months,” Fajong said, and apologized for the oversight. Councilmembers asked about neighbor complaints and transient guest taxes; staff said platforms such as Airbnb or VRBO generally collect the transient guest tax at booking and that staff will require operators to produce tax‑reporting numbers. Council conducted a roll call and adopted Ordinance 2883 (No. 2883) approving the conditional use permit.
