Supervisor Frank, who presented the plan, said the committee’s role is to bridge county resources and township interests rather than to impose a district. "We are the liaisons," he said, describing a timeline that includes initial municipality meetings in August and steering committee formation by November. The motion to create the ad hoc committee passed after discussion about tax levies, transparency and the powers townships retain under statute.
Board members stressed that any district creation remains a township decision under state law and that funding mechanisms—including county levy use for dispatch and tower infrastructure—would be transparent and restricted to EMS uses.
