Council directs staff to study short‑term rental moratorium; Planning Commission asked to help shape ordinance work

Council Member Dish reported to the Planning Commission that at its most recent meeting city council approved a resolution directing the city administrator to return with options for a short‑term rental (STR) moratorium and proposed amendments to the city's STR ordinance and the Unified Development Code (UDC). Dish said some of the study will be done by planning staff and that the resolution asks council for recommendations on what an STR moratorium would include or exempt.
Dish said she voted against the resolution because the work would add to staff workload already committed to UDC updates and because she worried such direction might interrupt prioritized UDC work: “I will tell you that I voted no on this and that I expressed concern about adding things especially to staff's agenda right now,” Dish said. The council also directed staff to develop proposed amendments to the STR ordinance and the UDC after study and to return those recommendations to council.
The Planning Commission accepted the council report for informational purposes; any formal commission review, recommendations, or changes to the UDC will be handled through the usual staff reports and ordinance amendment process and any such items will return to the commission as required.
