Council approved a professional-services change order related to municipal building basement renovations, but Manager Hashmat and council members noted persistent groundwater infiltration that prevents finishing interior work without first addressing the source of water. Hashmat said parts of the basement work are already underway and the current contract action memorializes a change order, but she also said further investigation and likely additional bidding will be necessary to locate and remediate the groundwater that is seeping into the basement.
Council asked staff to prepare a project plan with timeline and cost estimates and to loop in relevant commissions (for example the environmental commission where watershed work is related). Hashmat agreed to return with details and to prioritize finding the source of the infiltration before completing finish work.
