Covington authorizes $1.78M in TIF funds, expands Pepper Construction scope for Scott Boulevard improvements

Commissioners approved Commissioners' Order No. ORD-158-2026 to allocate $1,782,000 in Tax Increment Financing (TIF) funds for public improvements on Scott Boulevard between Pike Street and 7th Street. The motion was made and carried by voice vote with Commissioners Acri, Downing, Smith and Mayor Washington voting yea.
The Board also approved ORD-159-2026, a contract amendment with Pepper Construction to add scope and funding to construct and install public improvements along Scott Boulevard in front of the new city hall facility. Both measures were presented as connected items during the economic development portion of the agenda and passed without recorded opposition.
