Attorney Rhonda Pagel presented a Special Assessment Agreement with property owner Dan Ward for the building located at 303 3rd Street North, which had been identified as a hazardous structure. Pagel told the council the agreement required demolition and removal of the building "no later than July 10, 2026," with the property to be restored to a level, seeded surface by July 17, 2026. The assessment amount was $15,000 — representing the portion Mr. Ward requested the city finance — plus a $50 certification fee, assessed at 5% interest over a two-year term.
Mr. Ward attended the meeting and "had no additional comments beyond expressing appreciation for the council's cooperation," according to the minutes. The council approved Resolution 2026-26 (Approving Special Assessment) and Resolution 2026-27 (Certifying Special Assessment) by roll-call votes recorded as 4-0 (m/s/p Kittock/Duske). Staff advised Mr. Ward to have the agreement notarized and return a signed copy to City Hall; staff also directed him to the city website for process information should he later pursue a rezoning for townhome development.
