The council reviewed growth-management objectives including a local housing needs analysis (HNA), a buildable lands inventory (BLI) and initiation of an Urban Growth Boundary (UGB) review. Facilitator Wykowski noted the statewide housing needs analysis exists but recommended the council consider a local HNA and BLI first; staff cautioned that a full comp-plan update would be expensive and time-consuming.
Councilors agreed a phased approach is appropriate: complete HNA/BLI steps (ranked near-term) and only initiate a UGB review after those studies demonstrate capacity needs. Staff and the facilitator encouraged the council to seek DLCD technical assistance where possible to reduce consultant costs and accelerate the process.
