Oldwell said he is still investigating who executed the agreement and whether it was properly authorized; he also said staff have attempted to negotiate with the vendor and have sought to understand whether equipment could be returned or repurposed. "I don't know what kind of authority Mister West had," Oldwell said when asked about the signer; the committee requested the contract and related records so members can determine the city’s obligation.
The committee did not adopt any procurement action at the meeting; members asked staff to return with the contract copy and documentation of who signed and when.
