Chairman Jody Arrington told the program he expects the Save America (SAVE) Act to be included "in some measure," but that any inclusion must meet budget-reconciliation parameters such as the Byrd Rule. He described reconciliation as a legitimate vehicle for policy changes that meet those rules, citing prior examples where reconciliation carried major policy elements.
"It has to be a budget exercise. That's part of the Byrd rule and those are the parameters that guide budget reconciliation," Arrington said. He also explained that the parliamentarian advises the presiding officer but does not make final rulings; he suggested options such as federal preemption or incentive grants as ways to pursue election-integrity goals within reconciliation limits.
