TVCCA CEO details screening, safety and local focus for proposed warming center

Josh Kelly, CEO of TVCCA and the applicant's lead representative, fielded commissioner questions about guest eligibility, re-entry rules and police coordination. He said the center would focus on people who are local to Norwich and described safety screening and limited metal-detector/camera measures as precautions used 'out of an abundance of caution.' "If somebody goes to [their car] they would be permitted to go out... they would not be allowed to come back into the warming center without another screening," Kelly said.
Kelly acknowledged Norwich Police had been consulted in early walk-throughs and that operational coordination would be ongoing, but he also said he did not have an updated written police memo in the application packet. He urged the commission to consider the comparative risk of people sleeping outside, stressing that women on the streets face high risk of assault relative to having a supervised warming center.
