Council approves EPA-funded ABCA step for Enders building brownfields analysis

Southeast Idaho COG offered an EPA brownfields grant to study remediation options for the Enders building. Council approved an Analysis of Brownfields Cleanup Alternatives (ABCA) at no cost to the city; staff said preliminary mitigation needs are roughly $30,000.
Mitch from the Southeast Idaho Council of Governments described an EPA-funded brownfields program to assess and then identify mitigation options for older buildings with potential hazardous materials. “Phase one is an assessment, phase two is an identification and this ABCA uh is kind of a phase three,” he said, explaining that the ABCA produces a feasibility analysis with options and rough cost estimates for mitigation.
Council voted to approve proceeding with the ABCA for the Enders building at no cost to the city. Members asked about likely outputs; Mitch said the ABCA would identify what needs to be done and where funding might come from, noting that an initial review suggested about $30,000 in potential mitigation work. Staff will coordinate outreach and next steps with the COG and the EPA program.
