City facilities staff summarized a June 2025 wastewater planning study that found elevated groundwater infiltration (INI) in parts of the collection system. The presenter noted that “gallons per capita today is... 301,” well above typical industry norms, and explained that bringing infiltration closer to standard levels could allow the system to accept roughly 1,400 additional equivalent dwelling units (EDUs) without expanding the treatment plant.
Staff discussed repair tools (cured-in-place lining where pipe condition allows, selective open-trench replacements with accompanying drain lines to daylight groundwater, and strategic engineering to avoid raising local basement water tables). The council asked about funding avenues and possible contributions from the congressional office; staff said the city has applied for similar grants previously and will prepare engineered, shovel-ready projects to improve chances of external funding.
