ITD to fund highway utility work; city staff outline oversight, funding options

Director Squires reported that the Idaho Transportation Department (ITD) has verbally confirmed funding to cover the city's portion of highway infrastructure replacement and that ITD will facilitate contractor payments directly. “We have been verbally awarded those funds,” Squires said, and clarified the funds are limited to replacement piping and related in-ground work, not engineering or inspection costs.
Council and staff discussed options to press ITD to replace damaged curb-and-gutter in-kind and to use a separate lead-service loan (half-million-dollar loan with principal forgiveness) to offset local costs where allowed. Squires recommended a time-and-materials contract for an on-call engineer for QC/compaction testing and suggested that the engineer could also begin GIS mapping of water and sewer assets as part of the arrangement; a written proposal and not-to-exceed cap were expected by the March 18 meeting.
