City says Morgantown Avenue will be "completely gutted" as stormwater project goes to bid

"It will be completely gutted," the City Manager said, describing plans to replace water, sewer and storm infrastructure along the stretch from East Park Avenue to Hammond Street and to rebuild the roadway and sidewalks. He said utilities including gas, electric and fiber will be redone and that the final design will add parking in front of some businesses. Council was told staff will share more detailed construction and traffic information once a contractor is selected.
The manager framed the project as long-planned and funded, and emphasized coordination with businesses during construction. The council did not take action on this item; it was provided as an informational report and Councilmembers were reminded of related public outreach and upcoming updates.
