Twin Valley board greenlights scaffolded student cell-phone rules for handbook; restricts phones at lunch for grades 7–8

Staff presented a nine-page recommendation on district cellular-device policy that proposed a scaffolded approach—different expectations by grade level—with guidance for instructional exceptions, special-education accommodations, and communications to families. "The recommendation is a scaffolded approach to think about where we currently are and where we might end up going and taking one step at a time," the presenter said during the discussion.
Board members debated scope and enforcement (lockers or pocket holders, lunch-room supervision, exceptions for instructional apps or IEP accommodations) and asked for monitoring and follow-up data. After discussion the board moved to include the proposed rules in the student handbook, with a modification adopted at the meeting to prohibit phone use at lunch for grades 7–8 (exceptions for documented IEP/504/medical needs) and to return to the board with implementation data and recommended refinements.
