The speaker said a developer proposed treating a roughly 6-acre parcel as a 3-acre protected ag parcel and argued the city should seek some of the developer's gains to fund local infrastructure, giving $50,000 as an example figure for park improvements rather than "just saying, here you go." "Why can't we get some money out of this stuff instead of just saying, here you go," the resident asked the council.
Another commenter, Jack Wagner, explained impact fees and how larger infrastructure that serves more than a single subdivision may be reimbursed through fee mechanisms; he cautioned that impact fees can be complex and depend on whether a development requires upsized infrastructure that others will use. City staff and council members clarified that impact fees may reimburse developers for upsized infrastructure and that different formulas apply depending on the project's scope.
