Frank Cusack, representing the Coalition for Healthy Water, told the Council that attendees at an August 2025 meeting were briefed on a proposed 60% rate increase at Trenton Water Works over five years and said his group's Change.org petition has about 450 signatures alleging the Trenton City Council "failed in its duties to provide safe and secure drinking water." Cusack described difficulties obtaining the Raftelis Rate Increase Study through OPRA and said the city issued multiple extensions before providing records.
Councilmember Richard Tighe told the meeting that the matter is "an extremely important issue" and noted the Township has increased attorney resources and is "suing Trenton Water Works" to remedy the issues identified. The minutes record that the Township increased its attorney budget during the budget process in anticipation of continued legal action. Cusack also raised operational concerns including outdated meters requiring on‑site readings and unpaid bills that affect revenue certainty.
