Committee urges pause on fines while repeal moves forward; Executive set to start fines in December

The code (section 42A-32) authorizes the Department to issue a Class C violation for late survey/reporting; staff said the fine is $50 and that the County Executive had approved a schedule that could start in December.
Chair Glass summarized committee concern: "The county executive has instructed the Department to start imposing fines in December," and several members, including Councilmember Balcom, urged forbearance while the Council considers repeal so organizations are not penalized mid-process. DOT noted it had issued notices but not yet imposed fines and that the fines schedule was part of corrective actions discussed with the Inspector General and the County Executive.
