DOT warns repeal of TDM law could cut outreach funding by 25'50%

Department of Transportation staff told the Committee that fees collected under the TDM program primarily fund outreach contractors and the county staff who work directly with employers and property managers within established Transportation Management Districts. Director Conklin said the fees support contractors in North Bethesda, Bethesda, Silver Spring, White Oak, Friendship Heights and Shady Grove and that the loss of fee revenue would materially constrain programming.
"Obviously $1,000,000 out of a relatively small program is a big impact to that program's budget," Director Conklin said. Deputy Director Hailey Peckett and Commuter Services's Sandy Bracker described the outreach work: one-on-one employer meetings, events, marketing, and targeted technical assistance. Peckett said cuts could mean a 25'to50% reduction in outreach capacity depending on fixed administrative costs.
