County reserves $4M for transit projects serving Gaithersburg, staff say final appropriation still subject to budget process

Staff told the committee the revised MOU programs $11.6 million to city projects and reserves $4,000,000 for county transportation projects that serve Gaithersburg. Mr. Kenny said the county projects that could receive that reserved funding include bus rapid transit development, the proposed Lake Forest Transit Center, and the Great Seneca Science Corridor.
Mr. Kenny cautioned that council approval of the CIP amendment and appropriation for the city projects does not automatically appropriate the $4,000,000 for county projects; the final appropriation of those county-directed funds remains subject to the council’s usual budget and CIP amendment processes. "These are the transit projects that kind of go along with this," Mr. Kenny said when listing the county transit projects, and staff later noted the amount will appear in the fiscal note and be appropriated into individual county projects through future budget actions.
Gary Nalvin of the Office of Management and Budget said the executive's recommended CIP will include appropriations for those projects and that the $4,000,000 could be included by supplemental appropriation or in the January CIP.
