The Education & Culture Committee voted to forward two MCPS FY25 categorical transfer resolutions to the full Montgomery County Council. Council staff said the operating transfer request is $7,200,000 and the grant-funded transfer request is $3,300,000, and they reviewed FY24–FY26 fund-balance figures as context for the requests.
"Each fiscal year, council approves the budget for MCPS, which includes budgeted amounts for each state-determined category," Council staff member Ms. Cummings told the committee during the briefing, noting a projected FY25 year-end fund balance of $24,200,000 and a beginning FY26 balance of $22,000,000. Staff also flagged that nine state categories ended FY25 with surpluses and four ended in deficit, calling special attention to a deficit in category 3 (instructional salaries).
After the briefing and brief questions about the employee benefit plan and instructional-salary variances, Vice President Giwanda said, "So without objection, we'll send those to full council." The committee did not record a roll-call vote in the transcript; staff described the action as forwarded to the full council for final approval.
