The Fairfield Community School District Board spent a substantial portion of its July meeting on a book study about setting and implementing strategic goals for student learning.
Board members debated whether to set single stretch goals (for example, districtwide reading proficiency) or tiered goals that let staff celebrate intermediate progress. The superintendent said the district’s strategic plan and PLC (professional learning community) work are intended to align teacher teams and building plans: “When you look at proficiency, I mean, that's comprehension, that's fluency, that's all of it,” the superintendent said, urging a grade-level focus and possible board-level benchmarks.
Discussion moved to professional development. Members noted existing policy language (400 series, policy 408.1) is broad and can give the superintendent discretion but may not provide board-level clarity on how PD supports district priorities. A board member asked whether the policy is “adequate or is that just… vague,” and trustees suggested creating a simpler handbook-style guidance for board-facing understanding and revisiting how often principals present progress to the board.
Several members proposed a balanced scorecard or an annual snapshot to reduce fragmented reporting across committees so the board can see consolidated performance data and monitor long-term progress.
