The Mexico Beach City Council held a first reading of Ordinance 885 on March 24, a budget amendment that would adjust appropriations in the general, water and sewer funds for fiscal year 2025–26.
Finance director Mike told the council the amendment covers three principal items: approximately $77,000 for tornado debris pickup that the city expects is nonreimbursable; roughly $4,000 in previously unbudgeted charges from Bay County animal control; and an administrative correction to buy rather than lease a utility truck after the council opted for purchase during the budget season. "This budget amendment's basically listing for three different items," Mike said, adding the truck had originally been budgeted as a lease at $213,665.55 but was later approved for purchase and needs an appropriation in the capital funds.
Council members asked staff to clarify the Bay County animal-control billing (one early-quarter invoice this year was $800, while prior two-quarter charges totaled about $4,000) and whether the debris costs could be moved to other funding sources. Mike said he would contact Bay County to reconcile the billing and would include a clearer line item breakdown in the next budget cycle.
The council voted to read the ordinance by title at the meeting; staff indicated this was the first reading and that subsequent action (advertised second reading or adoption) would follow established procedures. The council did not vote to adopt the ordinance on final passage at the meeting.
