Council adopts employee benefit and purchasing resolutions; sets hearing on WesBanco letter of credit

At its May 6 meeting, the Fairmont City Council adopted two administrative resolutions and set a public hearing on a financial instrument needed for workers' compensation security.
The council approved a resolution adopting the City of Fairmont Flexible Benefit (Cafeteria) Plan for full-time employees to take effect July 1, 2026; the clerk then called a roll-call vote and recorded unanimous approval. Council also adopted revised City of Fairmont Purchasing Procedures, effective July 1, 2026, intended to streamline procurement and supersede prior procedures; that resolution likewise passed on a unanimous roll-call vote.
Council introduced an ordinance authorizing renewal of WesBanco irrevocable letter of credit number 2001-525 in an amount not to exceed $750,000 to satisfy a portion of the self-insured security required under the West Virginia Workers' Compensation Act. Council voted to set a public hearing on that ordinance for May 13, 2026. The ordinance text in the meeting stated the final letter-of-credit amount will be fixed later by supplemental resolution based on an audit determined by the State Workers' Compensation Division.
