District rolls out instructional leadership teams to drive school-level improvement

District leaders presented a new system to establish Instructional Leadership Teams (ILTs) in each high school to support shared leadership, frequent learning cycles and evidence-based decision-making. The ILT will be led by the school principal and include assistant principals, department chairs and classroom teachers; the district’s aim is for each school to have a functioning ILT that completes quarterly learning cycles by the following May.
The district recommended meeting cadence and size guidance: teams are expected to meet twice a month for about an hour, and the administration suggested limiting team size so conversations remain manageable (a cap near 15 was discussed). "They're going to go through a learning cycle every quarter," a district leader said, and added that ILTs should reduce redundancy by bringing stakeholders together and delegating responsibilities to build local capacity.
Board members voiced concerns about added time burdens on principals and teacher leaders and whether stipends or scheduling adjustments would be provided; district staff said school-improvement and Title funds are available for training and implementation, but explicit stipend commitments were not confirmed in the meeting.
