Council approves application for $75,000 CPCA grant to begin comprehensive-plan review

The City of Mexico Beach authorized staff to submit an application to Florida Commerce for the Community Planning Technical Assistance (CPCA) grant program, which allows municipalities to request up to $75,000 toward comprehensive plan review and related public engagement. Hunter Bailey of NFPS told council the grant would offset a significant portion of the work and that a typical full plan update often runs between $120,000 and $160,000: "Typically... you're looking at 120 to 150 160,000 dollars is what a firm or the billable hours typically takes to do a full review of your comp plan to update it." Councilors agreed to proceed with the May 1 submission and noted that if awarded, the city would plan to budget the remaining cost in the next fiscal-year process.
Council members discussed timing and grant terms: CPCA awards generally follow a May–July review timeline and, if successful, funds are typically expensed over a 12-month program period, Bailey said. Several councilors emphasized the value of leveraging outside funds to accelerate data collection, community meetings and the formal adoption process; staff will prepare follow-up budget language for the FY2026–27 cycle if the grant is received.
