Mayor Jim Harper called the Town of Silverton special meeting to order at 5:33 PM on July 20, 2026, welcomed attendees and invited participation in the Pledge of Allegiance. He noted attendees were present both in the room and online and conducted a roll call of trustees.
"For those of you who would like to stand with the pledge of allegiance, let's... Pledge allegiance," Mayor Harper said during the opening. He then opened the floor for public comment for in‑person and online attendees; after no one spoke he stated, "Seeing none. Closing public comment and moving on." The board recorded that there were no proposed revisions to the special meeting agenda before proceeding to the first agenda item.
The public portion of the meeting was brief and procedural before the board moved to consider an executive session for legal and personnel matters.
