Staff told the council that Willard’s land-use fee schedule currently offers no refunds for withdrawn or denied applications and is labeled nonrefundable. "Right now, our code doesn't have any refund policy for withdrawn applications or applications that have been denied," a staff member (Maddie) told the council, and she asked if the council wanted to consider adding a refund policy.
Councilmembers debated two perspectives: one argued fees should stay nonrefundable because substantial staff time and outside professional fees can be spent reviewing an application; another suggested limited compassion—such as a partial refund if an application is withdrawn very early in the process. A staff member noted the city already offers a pre-application meeting (free) to reduce risk for applicants. The council did not change the ordinance at the meeting but directed staff to update application materials to make the nonrefundable status clear and to return with options if the council wants to consider a tiered refund policy.
