She emphasized speed and impairment as major contributing factors (speed cited in 49% of fatal crashes; almost 70% of fatal crashes involved impairment). Dickman urged councilors to prioritize population‑level interventions in the safe‑systems pyramid, such as street design changes and reallocating limited resources to corridors with concentrated risk. Councilors asked for more district benchmarking, comparisons to peer cities, and detail on how paving projects will be sequenced with safety investments.
