Council awards Heart of Monument play-park and ADA parking-lot contracts

The Monument Town Council voted July 20 to approve contracts advancing the Heart of Monument Play Park and an adjacent ADA parking lot.
Project representative Archuleta (S12) told council the phase-one package and options came in from four bidders; the lowest responsive bidder for play-park phase 1 was Fisk Landscapes. Archuleta said the total bills for the phase-one work amount to $754,913. "So the total bills that we come out to, it's $754,913," he said. The town's contribution includes a $100,000 award from the Colorado Springs Health Foundation and $100,000 from the town's park fee fund; the remainder was raised by the Kiwanis Club and other fundraising.
Archuleta also presented a parking-lot contract to provide ADA-accessible parking for the play park. National Pavement Partners was the low responsive bidder at $71,355; the project will use a $100,000 CDBG grant to help fund the lot. Council approved the play-park resolution (Resolution 45-2026) and the parking-lot resolution (Resolution 46-2026) unanimously, allowing staff to proceed with contracting and scheduling construction for phase 1.
Project location was clarified as near 2nd Street and Adams, just south of the church and behind nearby apartments; staff estimated a ribbon-cutting for phase 1 by the end of the year if schedules align and reimbursements proceed.
