Manvel — Planning staff presented a public hearing for a Specific Use Permit (SUP) requested for Suite 300 at the Bluewater Veil Center (approximately 2,128 square feet) to permit nail salons under the city’s zoning ordinance.
Planning staff explained the SUP conditions that apply to this NAICS use, including operating hours restricted to 7 a.m. to 10 p.m., exterior lobby visibility and unlocked doors during business hours, and an additional staff‑recommended condition limiting the permit to the identified lease space. Planning, Development and Zoning Commission reviewed the request and recommended conditional approval. The mayor opened three calls for public comment; none were received and the hearing was closed.
Because the hearing received no public comments, council did not act on the item at this meeting; staff noted they will bring the ordinance reading forward as appropriate in subsequent agenda handling.
