Planning commission forwards Karl Malone Powersports final PUD to council after unanimous staff-backed vote

The Monument Planning Commission voted to forward a recommendation to Town Council to approve the Karl Malone Powersports final planned unit development. Jenna Gorny, the town’s senior planner, told commissioners the application covers Lot 8 of the Terrazzo Baja commercial development at 15871 Terrazzo Drive and includes a roughly 30,000-square-foot showroom and service building, 15 service bays, and a secured rear storage area for staged vehicles.

"The proposal aligns with the approved preliminary PUD and meets applicable review criteria," Jenna Gorny, senior planner, said in her presentation. She reported that the plan provides 71 parking spaces where the code calculation requires 70; stormwater will be managed through underground detention supplemented by surface detention; and technical reviews of drainage and geotechnical reports were accepted by the town engineer. The applicant’s traffic analysis reported 64 morning peak trips and 72 evening peak trips and concluded evaluated intersections would operate at acceptable levels with no mitigation recommended.

Applicant representative David Hicks described the project as a new, manufacturer-backed dealership location and introduced the project team, including architect Aaron Bliss and civil engineer Cal Johnson. "We're very excited about the prospect of doing business in Monument," Hicks said, noting the applicant has worked with staff to incorporate prior feedback on materials and siting.

Commissioners asked detailed questions about fencing, signage facing I-25, roof materials and parking layout; the applicant confirmed a solid metal panel fence is proposed for security and that one monument sign is planned near the primary entrance. After closing the public hearing (no public speakers appeared), Commissioner Donna Hatch moved to forward a recommendation of approval; the motion carried as recorded in the meeting record.
