Madam Clerk called the roll after the motion and recorded the following votes: Commissioner Plaut — yes; Commissioner Preston — no; Commissioner Shanitzky — no; Vice Mayor Hudak — yes; Mayor Drozsky — yes, allowing the ordinance to move to second reading on Aug. 4. "Motion to approve item 1," Vice Mayor Hudak said before the roll call. The city attorney confirmed that a three-vote majority is required to advance the ordinance to a second reading.
The ordinance bundles nine separate charter questions — covering election timing, residency requirements, beach-area development rules, removal of a referendum requirement for certain property transactions, a recurring Charter Review Board, and a proposed supermajority for police/fire transitions — into a single package for voter consideration. Mayor Drozsky framed the meeting as an opportunity to present the Charter Review Board recommendations to the electorate: "Let the voters decide," he said repeatedly during the debate.
