Council delays vote on delegation-of-authority resolutions to Sept. 1 after members raise oversight concerns

Town Attorney (acting as parliamentarian) explained the package: separate resolutions would formalize customary signing authority for the mayor, the town manager and other designated officials, and attest to prior practices. Several council members said they wanted more time to review the details in light of recent audit reports from other municipalities. Council Member Singleton said, “I’m honestly still not ready to vote on this,” and Council Member Stallings and others echoed a desire for more review and specific reporting or oversight language. Council Member Vance moved to table the resolutions and Council Member Singleton seconded; the motion passed by voice vote and was scheduled to return on Sept. 1 for further consideration.
Town Attorney Jones said staff can build reporting and oversight language into the documents and meet with council members in the interim. The council directed staff to collect written questions and return with clarified drafts at the September meeting.
