Council refers zoning text amendment to allow funeral homes in neighborhood mixed-use district

Garner staff presented a zoning text amendment (ZTA26002) on July 21 to add funeral homes to the Neighborhood Mixed Use (NMX) district and to consider related crematorium standards in a later amendment. Assistant Planning Director Erin Joseph summarized the May staff discussion and said the current change corrects a 2022 nonconformity for funeral homes.
Allison Lee, who identified herself as the owner/operator representative for a local funeral home with an existing crematorium, told council staff had been helpful and said the industry commonly designs crematoriums to be inconspicuous on site. “We have a crematory. Nine times out of 10, you would not be able to tell where it is on our property, and that is on purpose,” Lee said, adding that the funeral-home operator will return with a separate proposal addressing crematorium use and siting.
Council moved and seconded a referral to the planning commission; the council voted unanimously to forward ZTA26002 for findings of plan consistency and subsequent council consideration.
