City receives TIF annual report; staff notes 21 active TIFs and a state reporting correction

The Fremont City Council received and filed the 2025–26 tax increment financing (TIF) annual report after a presentation by Finance Director Jennifer Knapp. Knapp said the state’s published report lists each TIF and its year and base value and that the city has 21 TIFs, including one that is ending this year.
Knapp noted a state-reporting error that grouped a separate phase of the Fountain Springs project into an existing line; she has asked the state to correct the error and provided a breakout in the council packet. Council had no questions and voted 8–0 to receive and file the report.
