Board hears Phase I plan for animal shelter upgrades, staff to refine costs and pursue funding

Ryan Johnson, Facilities Director, and Laura Jansen, Animal Shelter Manager, presented a conceptual Phase I of the shelter master plan that would prioritize medical and clinical intake, food storage, laundry, dishwashing and support spaces before adding kennel construction.
Jansen said Phase I "could create an area capable of supporting in‑house spay and neuter services," which staff expect would reduce outside veterinary expenses and improve operational efficiency. The presenters described the plans as conceptual rather than construction‑ready and said staff will revise layouts, identify essential elements, and obtain updated cost‑per‑square‑foot estimates. They also agreed to investigate whether prior grant programs or similar funding opportunities may be available again.
Commissioner Richardson suggested Full Faith and Credit financing as a potential option to spread costs over the life of the improvements rather than requiring a single year’s taxpayers to bear the full expense. Commissioner Martin requested an operational or business plan detailing public benefits, anticipated efficiencies, maintenance costs, staffing options, and measurable outcomes. The board directed Facilities and Public Health to continue developing Phase I and report back with updated costs and an operational plan; no formal action was taken at the workshop.
