Fremont approves $591,604.64 HPI contract for Unit 7 turbine inspection

The Fremont City Council voted 8–0 to authorize the mayor to sign a contract with HPI for turbine and generator inspection at Unit 7 of the Laundy Wright Generating Station for $591,604.64. Utility Manager Jeff Shanahan said the inspection is a scheduled major overhaul performed roughly every 40,000 operating hours and that HPI was the lowest of four bidders.
Shanahan said the work is expected to take place in the fall of 2026 and bridges two fiscal years; staff recommended awarding the contract to HPI based on the bid opening and evaluation. The council took no public comment and approved the motion unanimously.
