OSU, Josephine County to advance 4‑H/Extension IGA; board to seek district approval

Wally Hicks, Josephine County Legal Counsel, presented a proposed Intergovernmental Agreement between the Josephine County 4‑H/Extension Service District and the Oregon State University Extension Service and answered procedural questions about district funds and oversight.
Jamie Davis, OSU Southern Oregon Regional Director, said, "the Fiscal Year 2026‑2027 budget includes approximately $1,650 per month to lease office space at Rogue Community College," and explained the lease would cover the office area and certain services while OSU intends to purchase furnishings (estimated at about $40,000–$44,000) rather than lease them so the equipment could be moved if the program relocates. Davis said the leased space should meet immediate staffing needs for one to two years but may eventually require additional classroom or educational space.
Commissioners pressed staff and counsel to ensure that locally collected tax revenues remain under County oversight and directly benefit programs and services in Josephine County. The board agreed the proposed IGA should be placed before the Governing Body of the Josephine County 4‑H/Extension Service District for formal consideration at an upcoming Weekly Business Session; no formal action was taken at this workshop. The board also asked staff to clarify how the district building reserve interacts with the IGA and to return with any required legal language or conditions.
The item will return to the Board after the District’s governing body reviews the agreement and staff provides additional detail on the building reserve and any recommended limitations on retained funds.
