Sharon Haynes explained the proposed model and initially framed it as a 50-point construct; commissioners suggested converting the scale to 100 points and adjusting weights, with an emphasis on protecting smaller organizations from being excluded by onerous certified-financial-statement rules. "We could amend that to not require certified statements for smaller grants," Haynes said she would discuss with the city attorney and return with edits.
Commissioners recommended increasing the weight on performance measures and reducing barriers for emerging groups; the city attorney noted that if the code requires certified statements, a formal ordinance amendment may be necessary. Staff committed to revising the scoring percentages and returning with a new draft.
