Council members and staff discussed trade-offs: a larger urban renewal boundary would capture more future tax increment but would also reduce near-term general-fund growth; a pay-as-you-go approach would preserve existing revenues but could delay needed infrastructure. Staff cautioned about initial setup costs for a revised boundary (survey and recalculation) and said the agency would need to be in effect at the start of a fiscal year to capture tax increment. After discussion, a council motion carried directing staff to work on option two and return with refined boundaries, cost estimates and fiscal impacts by spring.
