Hubard moves forward on multi-part water upgrade: new pumps, third filter and well replacement planned

Consultants and public‑works staff briefed the Hubard City Council on planned upgrades to the city’s water system, describing a multi-part project to raise and stabilize system pressure, add treatment capacity and restore an inoperable well.
The presenter said the city has four wells and nearly 1,500 gallons-per-minute of water rights; with well #1 offline (capacity about 480 gpm) the city’s operable production is roughly 929 gpm. The consultant described plans to replace well #1, add a pump system programmed to maintain about 60 PSI, add a third filter at the treatment plant, update automation/SCADA to current controls and replace the emergency generator to match new pump loads. “We’re recommending … install a pump system that will pump to about 60 PSI and we’ll maintain that pressure at any given water flow,” the presenter said.
Staff explained the construction procurement will use two priced schedules: Schedule A covers primary treatment-plant upgrades (already in motion) and Schedule B covers the new well, additional piping and some SCADA components; three long-lead items (generator, filter unit and a pump) were already pre-purchased. The team expects to issue an RFP by month’s end, leave bids open about one month and, if funding permits, may authorize both schedules or proceed with Schedule A first. Council asked about redundancy: the system design calls for multiple pumps (presenter noted six pumps of varying sizes to provide staged capacity) and a generator sized to maintain operations during outages.
Next steps are formal bidding, selection of a contractor, and staged construction; staff said some parts of the work can be deferred (Schedule B elements) if needed until the new well is online.
