Hubard hires contracted planner, authorizes initiation of sign-code overhaul

The Hubard City Council introduced Pathfinder Land Use Consulting’s Laura Lorac as the city’s new contracted planner and voted to begin a code amendment process focused on signage. The initiation (legislative amendment 2026-1) will direct staff and the consultant to review existing sign regulations, evaluate ODOT and state rules, and develop draft code changes for planning-commission review and public input.
Lorac told the council the project will emphasize streamlining review, increasing clarity and consistency, and adding legal coverage to address new technologies such as illuminated and digital signage. “Usually what we focus on through a code amendment is streamlining the review process,” Lorac said, adding the work also aims to help small business owners navigate sign regulations more easily. Council members asked that long-term community vision and character — for Highway 99E and downtown corridors — inform any aesthetic standards.
Council approved a motion to initiate the sign-code amendment and encouraged an open-house and planning-commission involvement to gather local input. Staff said the amendment is expected to include comparisons with ODOT right-of-way rules and will return with drafts for council and commission review before formal hearings.
